Dr. Ingo Baumann is a founding partner of BHO Legal. He specializes in national and European high technology and research projects. His clients are primarily public and commercial stakeholders from the space industry. Dr. Baumann studied law in Münster and Cologne. He received his doctorate from the Cologne Institute of Air and Space Law under Prof. Dr. Hobe on the international law of satellite communications.

From 2001 to 2005, Dr. Baumann was in-house lawyer at the German Aerospace Center (DLR e.V.). From 2005 to 2008, he was head of DLR 's Galileo Programme Office and later administrative CEO of the DLR Gesellschaft für Raumfahrtanwendungen mbH, a subsidiary of DLR e.V. for the operations of the German Galileo Control Center.

Dr Baumann is mentor for NewSpace companies in the SpaceFounders Programme and the French Starburst BLAST and is leading the Legal/Regulatory Working Group of the BDI NewSpace Initiative. He is co-editor of Routledge Handbook of Commercial Space Law, authors of numerous space law publications and frequent speaker at space industry conferences throughout Europe and beyond.
